«Climate change is one of the most challenging threats to sustainable development in Africa. Although the continent contributes only about 3.8% of total greenhouse gas emissions, its countries are among the most vulnerable to climate change in the world. This vulnerability derives from multiple stresses coupled with low adaptive capacity. First, the geographical location of many African countries is characterized by already warmer climate, marginal areas that are more exposed to climatic hazards such as rainfall variability, poor soils and flood plains. Secondly, the economies of most African countries rely heavily on climate-sensitive sectors such as agriculture, fisheries, forestry, other natural resources and tourism. Thirdly, the continent is unable to respond adequately to the direct and indirect effects of climate change because of widespread poverty, poor economic and social infrastructure, conflicts, limited human and institutional capacities, and inadequate technologies and financial resources. Vulnerability to climate change in Africa is particularly high for the poor, who tend to live in environments that are most susceptible to droughts, floods and other extreme weather events.»

The MDGs also provide a framework for the entire international community to work together towards a common end – making sure that human development reaches everyone, everywhere. If these goals are achieved, world poverty will be cut by half, tens of millions of lives will be saved, and billions more people will have the opportunity to benefit from the global economy.
The eight MDGs break down into 21 quantifiable targets that are measured by 60 indicators.

The report has three sections. The first looks at what has happened in Africa in the past five years: its economic growth, progress against the Millennium Development Goals, and the new challenges and opportunities it now faces. The second comprises an audit of progress against each of the recommendations made in the 2005 report. The final section makes recommendations for next steps.
The report was timed to feed into the international discussions at the MDG Summit in New York in September 2010.»

«The Economic Community Of West African States (ECOWAS) is a regional group of fifteen countries, founded in 1975. Its mission is to promote economic integration in "all fields of economic activity, particularly industry, transport, telecommunications, energy, agriculture, natural resources, commerce, monetary and financial questions, social and cultural matters .....". The ECOWAS Commission and the ECOWAS Bank for Investment and Development, more often called The Fund are its two main institutions designed to implement policies, pursue a number of programmes and carry out development projects in Member States. Such projects include intra-community road construction and telecommunications; and agricultural, energy and water resources development.»
